Pamela E. Oxendine Owner, TMC Facilitators, LLC


Pam 2 2Ms. Oxendine is the owner and operator of TMC (Training, Mediation and Consulting) Facilitators, LLC.  TMC provides Negotiation and Leadership Training; Workplace Mediation; and Consulting for Businesses and Federal Government.  Ms. Oxendine has over 30 years of negotiation experience and held a Federal Government Unlimited Contracting Officers’ Warrant at DoD (AF and Army), Department of Energy; Dept of Homeland Security; US Dept of Agriculture; and the Federal Aviation Agency.  She managed the Contracting Office for BWXT Corporation for approximately four (4) years; served as Professor of Government Contracting for DoD, Defense Acquisition University (DAU); served as Contract Manager for Aegis, LLCserved a 1 ½ year assignment in Doha Qatar.  She is a graduate of Air Command and Staff College, Maxwell AFB, and obtained her Masters in Business Administration from Central MI University.  Most recent certifications:  Negotiation Workshop certification, Harvard University, 2019; Herrmann Brain Dominance Instrument (HBDI), Cincinnati, OH 2019

 

Wanda Grigsby

Retired DoD Contracting Officer, Contract Specialist and Contract Negotiator with thirty-two (32)  of contracting experience at Wright-Patterson AFB, Wright-Patterson AFB, OH.

Her career within the United States Air Force Acquisition world included experience in Foreign Military Sales, Commercial Contracting, General Service Administration (GSA) Contract purchases, 8A Contracting, Small Business Set-Asides and Source Selection. She received numerous awards for outstanding work in Contracting. 

 Prior to her career in the acquisition world she was an educator and high school guidance counselor and earned her undergraduate degree from Ball State University and  a MS Degree from University of Dayton (Ohio). 

  

 

Katie Brasfield

Former US Government Contracting Officer (both US Army Corps of Engineers and US Army Contracting Agency) with 20 years experience in federal contracting.  Background also includes six years in the Middle East, with both commercial and management experience. Currently she is an Independent Consultant. Ms. Brasfield holds an MBA (Management), 1998, Tarleton State University (Texas). 

  • Ms Brasfield Served fifteen years as a civil servant with the US Department of the Army (USACE and Army Contracting Agency (ACA), to include three deployments in support of Operation Iraqi Freedom (OIF)
  • Served/Appointed as a Contracting Officer for both USACE and ACA
  • Three years experience as Contract Manager in the Private Security Sector in the Middle East.
  • Two years experience as the Assistant Facility Security Officer for Aegis, LLC, in Baghdad, Iraq.
  • Three years experience as Director of Contracts, AEGIS Defense Services, Washington, DC.

 

Sarah Elizabeth Gates Harris, Ph. D.

harrisDr. Harris is an experienced educator and administrator.  She has had a long and distinguished career in public service, public administration and higher education.  She is a certified seminar leader and independent consultant.  From 1991 until 1993 she served as a Montgomery County (Ohio) Commissioner.  Prior to that she was the Montgomery County Treasurer (from) 1987 until 1991).  She has been the President of the Dayton Urban League, Manager, General Electric Company, followed by work with the Dayton Foundation and then Director, Community Programs for the Dayton Power and Light Company.  She served as the Ohio Executive Director for the National Conference for Community and Justice (formerly) the National Conference for Christians and Jews from 1994 to 1999 and is currently serving as a consultant to schools, companies and organizations. Her board assignments have included Board of Trustees: YSI, Inc., Sisters of Mercy Health Corporation, Wright State University, University of Dayton and the Franciscan Health System of the Ohio Valley, Inc.

Dr. Harris and her husband, Kenneth now reside in Las Vegas, NV.  She graduated from Miami University in Oxford, Ohio with a B. S. in education and later received Master and Ph.D. degrees from the same institution   She holds an honorary Doctorate of Humane Letters degree from Wilberforce University, Wilberforce Ohio.
