Write competitive solicitations.  Responsible for writing, review, edit and approval of Evaluations Factors.  Contracting Officer, solely responsible for advice, oversight and execution of technical evaluations, clarification requests, discussions, consensus ratings and conflict of interest issues.  Write source selection decision documents for final award determinations and assure evaluations are unbiased and fair.

Experience includes presiding over numerous multi-million dollar source selections with  Civilian agencies and Department of Defense.
